served as President and Chief Executive Officer of Management
Decision Systems, Inc. a consulting firm specializing in post-merger
consolidation, system-wide service centralization, information/knowledge
system planning, and decision support system implementation.
He also served as the Vice President and Chief Operating
Officer of Clini Tech Services, Inc., a multi hospital joint venture
commercial laboratory that he was instrumental in starting.
Mr. Ouellette was a contributing author to the book, Marketing for Mental Health Services, author’s management
articles published in national business journals, and is a featured
speaker at national/regional management seminars. He also designed, develop
and engineered the MAST
(Management Accountability, Staffing & Service Tracker)
reporting system Reporter and the Lazarus
Data Pump information system. |

Smart, PhD, MBA, CLD, CLS - Vice President Sales & Marketing
Dr. Smart has
over 30 years of experience serving the healthcare industry,
spending the last six years in healthcare consulting at hospitals
and academic medical centers for Chi Solutions Inc., and Healthcare
Solutions from Roche Diagnostics. Prior to her experience in
healthcare consulting, she served as a Laboratory Administrator in a
major health system. She has also held a variety of managerial and
technical positions in research, community and teaching hospital
laboratories. In these roles she has provided guidance for the
integration of nine hospital laboratories, facilitated the startup
and growth of an independent laboratory, and served as the
Operations Chair person for Joint Venture Hospital Laboratories (JVHL). |

Dr. Smart holds a PhD in
Organizational and Business Anthropology from Wayne State
University, a Master’s degree in Business Administration from the
University of Detroit and she received her medical technology
training in Oxford, England at the John Radcliffe Hospital and
Oxford College of Science and Technology. |

Dr. Katz is President of Katz
& Associates, Inc., a firm specializing in consulting to
healthcare managers on financial, management and management
information issues. He
has more than 30 years of management and financial consulting
experience. His clients
include hospitals, medical schools, medical practice groups, IPAs,
PHOs, managed care organizations, financial institutions, venture
capitalist and governments. Dr.
Katz earned his Doctor of Business Administration from the George
Washington University, his MBA from Amos Tuck School at Dartmouth
College and his AB from Dartmouth College.
He is a Certified Management Consultant of the Institute of
Management Consultants. He on
the adjunct faculty of the University of Massachusetts-Amherst
eCollege, the University of Massachusetts-Lowell, and Cambridge
College where he teaches healthcare finance, health policy, and
planning and marketing. |

Wool, M.D., MPH -
Dr.
Wool is President of M.Wool Medical Consultants which since 1997
has helped a variety of managed care organizations, integrated
delivery systems, hospitals, PHOs and physician groups achieve
shared medical

M.D. from New York University School of Medicine, an MPH from Boston

firm, Dr. Wool practiced Internal Medicine and Endocrinology for 25

Health Care he was medical director for its Joint Ventures and for
the Pilgrim Medicare HMO. |

D. Fredette, FACHE

Mr.
Fredette has over 25 years of results-oriented
healthcare leadership experience in a diverse array of health care
organizations in heavily penetrated managed care markets.
He has served as the CEO of a 200 member Independent
Physicians Organization, a large Community Health Center and as a
senior operations executive in community and government hospitals.
Mr. Fredette earned his Bachelor’s and Masters degrees from
the University of Rhode Island, and is a Fellow of the American
College of Health Care Executives.

to several community and professional organizations.
He has extensive experience in board development, hospital
operations, practice management and managed care contracting and
operations.

Vince T.
Regina
-
Mr. Regina is the president and
founder of
V. T. Regina & Associates
and has been involved in medical computer systems industry since
1964. He founded V. T. Regina & Associates in 1981 and this
consulting practice is directed at two major industries. The first
is the healthcare industry, where he provides expert guidance to
medical institutions in the evaluation and selection of capital
equipment, laboratory and radiology consolations and clinical
information systems. The second is the high-tech industry, where he
provides management consulting with emphasis in marketing
development and business planning. |

Prior
to starting V. T. Regina & Associates, Mr. Regina spent 15 years
with Becton Dickinson and Company (BD) as Vice President, managing
their medical systems division. In this role, he was responsible
for the specification, development, manufacture, sale, installation
and support of clinical products worldwide. Products included
information systems to supported entire clinical departments, i.e.
the laboratory, pharmacy, radiology and cardiology, as well as
hospital-wide order entry and specific patient monitoring products
for critical care areas (ICU, CCU, ER, etc.). Mr. Regina has also
helped establish and manage the complete operation of a clinical
reference laboratory that supported pick-up and delivery services
for a four-state area, mail-in accounts and complete testing support
for a 500-bed hospital. He has also held management positions in
software development for the banking, pharmaceutical and healthcare
industries. |
